1  And it came to pass that he wrote again to the governor of the land, who was Pahoran, and these are the words which he wrote, saying: Behold, I direct mine epistle to Pahoran, in the city of Zarahemla, who is the chief judge and the ^bgovernor over the land, and also to all those who have been chosen by this people to govern and manage the affairs of this war.

  16  And he selected a wise man who was among the elders of the church, and gave him power according to the ^bvoice of the people, that he might have power to enact laws according to the laws which had been given, and to put them in force according to the wickedness and the crimes of the people.

  5  Nevertheless, it came to pass that Pahoran was appointed by the voice of the people to be chief judge and a governor over the people of Nephi.
